Easing measures for Québec businesses

Emergency aid for small and medium-sized enterprises (COVID-19)

For employers that can benefit from the Canada Emergency Wage Subsidy (CEWS) and that maintain an establishment in Québec, a contribution credit will be set up. The credit will be granted for a period of up to 12 weeks, retroactive to March 15, 2020.

The credit will be equal to the total amount of the contribution to the Health Services Fund paid by an employer with respect to the wages paid to certain employees on paid leave, other than an employee who receives no remuneration from the employer for at least 14 consecutive days during the qualifying period:

  • the period beginning on March 15, 2020 and ending on April 11, 2020;
  • the period beginning on April 12, 2020 and ending on May 9, 2020;
  • the period beginning on May 10, 2020 and ending on June 6, 2020.

To receive the credit, the request must be made in writing by the employer and submitted with the 2020 Summary of Source Deductions and Employer Contributions.

The employer may also reduce their periodic payment of contribution to the health services fund by the amount of the credit determined. However,

  • The amount that will be paid at the time of the credit request for the year 2020, will be equal to the excess, if any, of the amount of credit determined over the total of the amounts having reduced its periodic payments;
  • If the amounts that reduced the periodic payments for the year 2020 exceeds the total equivalent to the determined credit and there remains a balance payable for the year 2020, the usual rules will apply for the payment of such balance and interest and penalties may apply.

Emergency aid for small and medium-sized enterprises (COVID-19)

The Emergency Assistance Program for Small and Medium-Sized Businesses aims to support, for a limited period, eligible businesses who are experiencing financial difficulties due to COVID-19 and who need cash in the amount of less than $ 50,000.

Program eligibility:

  • For company’s in all sectors of activity;
    • For social economy enterprises, including cooperatives and not-for-profit organizations carrying out commercial activities.
    • have been in business in Quebec for at least one year;
    • be temporarily closed, likely to close or show warning signs of closure;be in a context of maintaining, consolidating or reviving its activities;
    • have demonstrated a cause and effect relationship between their financial or operational problems and the COVID-19 pandemic.

Note: Applicants who are under the protection of the Companies' Creditors Arrangement Act are excluded.

Eligible financing

The financing relates to the company's liquidity needs and is determined based on justified and reasonable expenses. It will have to make up for the lack of liquidity caused by:

  • an impossibility or a substantial reduction in the capacity to deliver products (goods or services) or goods;
  • a problem with the supply of raw materials or products (goods or services).

The assistance will take the form of a loan or loan guarantee of up to $50,000.
